Philadelphia Navy Yard History
The Philadelphia Navy Yard in Pennsylvania has a history dating to 1801, making it one of the nation's first naval shipyards. It built and maintained warships through multiple conflicts including both World Wars. The yard was closed as an active naval installation under BRAC in 1996 and has been redeveloped into a mixed-use commercial campus, though some Navy administrative functions remain. The former Navy Yard now hosts technology companies, manufacturing, and research organizations.

The Philadelphia Naval Shipyard was officially closed in 1995 and subsequently transferred to the City of Philadelphia for redevelopment. A residual Navy presence remains through Naval Surface Warfare Center (NSWC) Philadelphia, focused on ship systems engineering.
Personnel with orders to Philadelphia-area Navy activities should contact their gaining command directly, as most administrative support in the region is provided through Naval Support Activity (NSA) Philadelphia. Contact your unit’s administrative officer to confirm in-processing location and procedures.

Visitors must be sponsored by someone with base access and should contact the installation's Visitor Control Center in advance with their government-issued ID and vehicle info. Day passes are issued at the gate; extended access may require additional coordination.

What is BAH and how is it calculated?
BAH (Basic Allowance for Housing) is a monthly stipend based on your pay grade, dependency status, and the duty station ZIP code — it is not counted as taxable income. Rates are updated each January; use the BAH Calculator in the Finance section to see current figures for Philadelphia Navy Yard.

What should I do first after receiving PCS orders?
Contact the gaining installation's housing office and military transportation office (TMO/PPSO) immediately after orders are issued. Apply for on-base housing right away — waitlists at many installations run 6–18 months.
