Joint Base Pearl Harbor-Hickam History
Named AfterLieutenant Colonel Horace Meek Hickam
Joint Base Pearl Harbor-Hickam in Honolulu, Hawaii, was formed in 2010 by merging the historic Naval Station Pearl Harbor and Hickam Air Force Base. Pearl Harbor is synonymous with the December 7, 1941, attack that brought the U.S. into World War II, and the USS Arizona Memorial remains one of the most visited sites in Hawaii. Today the joint base is the headquarters for Pacific Fleet and Pacific Air Forces, and serves as a major logistics, operations, and homeport facility for both services. Congress authorized the development of Pearl Harbor on the island of Oahu as a U.S. Naval Station in 1908, recognizing its exceptional deep-water harbor and strategic Pacific location. Hickam Field was formally established adjacent to Pearl Harbor as the primary Army Air Corps airfield in Hawaii, named after Lt. Col. Horace Meek Hickam — a pioneering Army aviator killed in a 1934 crash. The field became the aviation component of the joint Army-Navy defense of Oahu.

Japanese Attack on Pearl Harbor — "A Date Which Will Live in Infamy"
Japanese carrier aircraft launched a surprise attack on Pearl Harbor and Hickam Field on December 7, 1941, killing 2,403 Americans, wounding 1,178, sinking or damaging 21 ships, and destroying 188 aircraft. President Roosevelt's call it "a date which will live in infamy" before Congress declared war the following day, bringing the United States into World War II.

Navy personnel report to the Personnel Support Detachment (PSD) at 4827 Bougainville Drive for check-in, by appointment only through your command's PSD Command Pass Coordinator (CPC). PSD hours are Mon, Tue, Thu, Fri 7:00 AM – 3:00 PM and Wed 10:00 AM – 3:00 PM; call (808) 471-2405 for scheduling. Air Force personnel in-process through the 647th Force Support Squadron Military Personnel Flight (MPF) at 900 Hangar Avenue, Hangar 2, 1st Floor; call (808) 449-8624.
Check in with the Housing Services Center ((808) 474-1820) as soon as possible to initiate your Temporary Lodging Allowance (TLA) — active duty must report to the Military Housing Office within 72 business hours ((808) 312-0199). TLA is processed in 15-day increments for Air Force and 10-day increments for Navy, up to 60 days maximum. The JBPHH Newcomer's Orientation is held the second Tuesday of each month at the Pearl Harbor Chapel.
The MFSC at 4827 Bougainville Drive ((808) 474-1999) offers one-on-one PCS counseling, Smooth Move workshops, and a Loan Closet available Mon/Wed/Fri 8:00 AM – 3:00 PM. Because Hawaii is OCONUS, plan 4–6 months in advance, especially for pet quarantine — Hawaii requires two rabies vaccinations, a FAVN blood titer test, and a 30-day waiting period for direct airport release. Contact the Hawaii Animal Quarantine Station at (808) 483-7151.
